Staff Bios

Abigail Walker Anthony, Research Fellow

Abigail is a Research Fellow based in her home state of Rhode Island. Abigail researches energy, climate and air quality issues and prepares summary reports in conjunction with ENE's Energy and Emissions analysis team. Abigail is a Ph.D candidate in Environmental and Natural Resource Economics at the University of Rhode Island (URI) where she is writing her dissertation on compliance rates in residential demand response programs and is a fellow in the National Science Foundation (NSF) Coastal Institute training and internship program, IGERT. As an IGERT fellow, Abigail had the opportunity to work with the New England Energy Innovation Collaborative in Cambridge, MA researching emerging clean energy technologies and facilitating discussion between clean technology entrepreneurs and investors. Abigail also had the opportunity to work on the communications team at Boston-based Ceres. Abigail is a member of the Jamestown (RI) Wind Energy Committee. She divides her time between ENE and URI's Department of Environmental and Natural Resource Economics. Abigail received her MA and BA in economics from the University of Montana. Emily Avery-Miller, Manager, Administration

Emily’s responsibilities include managing grants and other administration needs. She is also a staff writer contributing to development and communications outreach.  Emily is a 2005 honors graduate of Vassar College where she majored in environmental studies and was active in the College Committee on Sustainability, working to promote environmentally friendly purchases and energy conservation.  After college, Emily interned at Northern Sky News in Belfast, Maine, a periodical covering environmental issues in New England and Eastern Canada, where she researched and wrote news articles and conducted interviews. Emily Bateson, Deputy Director

Emily's work focuses on ENE’s Forest and Transportation Projects and on organizational management and development. Based in ENE’s Boston office, Emily brings 25 years of experience in regional land use, environmental policy and non-profit management to ENE. Emily is a co-founding board member and former Associate Director of the Hubbard Brook Research Foundation, an organization that supports the 45-year old Hubbard Brook Ecosystem Study and synthesizes key ecological research results to help inform environmental policy. She previously co-founded and served as Executive Director of Two Countries, One Forest (Deux Pays, Une Forêt), an innovative collaboration of conservationists and scientists working across the US/Canadian border in the Northern Appalachian/Acadian region to protect forests and habitat connectivity in an era of biodiversity decline and climate change. Emily worked for 16 years as Land Project Director at the Conservation Law Foundation, where she led advocacy efforts to protect New England’s public lands, forested landscapes and rich biodiversity.  She has also worked and consulted for a number of environmental foundations. Ellen Hawes, Policy Analyst -Forestry


Ellen’s work as policy analyst focuses on forests and their relation to developing markets for carbon offsets, biomass generation and biofuels. Based in ENE’s Portland office, Ellen received her Masters in Forestry from the Yale School of Forestry and Environmental Studies. While at Yale, Ellen was a member of the School Forest crew, helping manage 10,880 acres of forestland in Connecticut, New Hampshire, and Vermont to meet silvicultural, ecological and educational objectives.  Her research at Yale focused on analyzing trends in forest structure, health and ownership in the Connecticut and Pennsylvania Highlands Region.  Prior to entering Yale, Ellen was Research Coordinator for the Climate Change Initiative of The Nature Conservancy, where she coordinated a program to develop cost-effective ways to quantify carbon sequestration.  Ellen also engaged in policy discussions internationally and domestically, working on rules for land use and forestry under the Kyoto Protocol and voluntary initiatives, such as the World Resources Institute and the World Business Council for Sustainable Development’s Greenhouse Gas Protocol. Jamie Howland, Policy Analyst – Data and Energy Policy


Jamie’s work as a policy analyst focuses on data management on energy markets and emissions trends, buildings and land use issues.  A Connecticut native, Jamie is based in ENE’s Hartford office and brings many years of experience in engineering and consulting to ENE’s energy and emissions data research and reporting.  He previously worked as a design engineer in the medical device industry and as a consultant for Hewlett Packard.  He also served as an intern at Audubon International.  Jamie holds a Master of Environmental Management from the Yale School Forestry and Environmental Studies, a Masters of Engineering from Yale, and an MBA and a BS in engineering from Rensselaer Polytechnic Institute. Roger E. Koontz, Senior Attorney


Roger is one of Connecticut's most experienced energy and environmental attorneys. His work at ENE focuses on sustainable energy policy, including energy conservation, renewable resources, and utility system planning. Roger has been particularly involved in designing and implementing energy planning and procurement policies in Connecticut. He represents ENE on Connecticut’s Energy Management and Conservation Board. Roger was previously counsel to Tyler, Cooper & Alcorn and a partner at Silverstone & Koontz in Hartford for 17 years. His legal practice focused on representing nonprofit organizations and small power producers on a wide variety of energy and utility issues. He ran the Conservation Law Foundation's Connecticut office in the early 1980s. Roger was also executive director of Connecticut Legal Services and began his legal career at the New Haven Legal Assistance Association. He holds a JD from Yale Law School and a BS in chemistry from the University of Illinois. (rkoontz@env-ne.org)


Sam Krasnow, Policy Advocate and Attorney


Sam's work focuses on climate change, energy efficiency and energy policy.  Sam was ENE’s lead advocate for the successful passage of the Massachusetts' Green Communities and Global Warming Solutions Acts of 2008 and was appointed by the Patrick Administration to represent ENE on the newly created state Efficiency Advisory Council. Sam previously spearheaded ENE's efforts to establish groundbreaking energy reform legislation in Rhode Island where he was appointed by the Governor to serve as the environmental policy expert on the Energy Efficiency and Resources Management Council.  Sam's background includes co-founding and serving as policy director of Citizens for Safe Farming in Vermont. Prior to that, Sam served as financing project coordinator for Efficiency Vermont and as a management consultant for the Boston Consulting Group. Sam holds a JD from Yale Law School, where he was awarded the C. LaRue Munson Prize for excellence in clinical work, and a Master of Environmental Management from the Yale School of Forestry and Environmental Studies. He received his BA with high honors in economics from Oberlin College. He serves on the Policy Committee and Board of Directors of the New England Clean Energy Council. (skrasnow@env-ne.org)


Leslie Malone, Policy Associate – Canada


Leslie is based in ENE’s Charlottetown, Prince Edward Island (PE) office where she works to strengthen ENE's partnerships with Canadian organizations on energy and climate policies in Eastern Canada and on cross-border issues.  Leslie came to ENE from the Environmental Coalition of PE, where she directed the group's energy project. She serves on the Board of Directors of the Climate Action Network Canada (CAN-Canada), and on the Executive Committee of the Sierra Club of Canada - Atlantic Canada Chapter.   Leslie was a member of the PE Potential Study Advisory Committee which initiated and informed an all-fuels energy efficiency potential study for PE.  Leslie holds an MS in Environmental Economics from the University of London and a BS from Mount Allison University, where she majored in biology. Jeremy C. McDiarmid, Staff Attorney


Jeremy is a staff attorney working in ENE’s climate, energy and diesel projects in Massachusetts and Rhode Island. Most recently, Jeremy was a litigation associate attorney at Robins, Kaplan, Miller and Ciresi in Boston. He also served as a Public Information Officer at the Massachusetts Division of Energy Resources and a Special Assistant to the Director of the State Office of Consumer Affairs and Business Regulation. Jeremy received an A.B. with honors from Syracuse University and holds a JD from Boston College Law School. (jmcdiarmid@env-ne.org)

 

Derek K. Murrow, Director, Policy Analysis

 

Derek directs ENE’s work on energy and climate policy analysis.  Derek has played a leading advocacy role in the Regional Greenhouse Gas Initiative and coordinates ENE’s energy and climate policy initiatives in Connecticut, Maine, Massachusetts and Rhode Island. Derek is also involved in various regional energy research and policy development initiatives and was a co-author of ENE’s Climate Change Roadmap for New England and Eastern Canada. He holds an appointment as a Research Affiliate at Yale University in Energy Systems Analysis and serves on the University Council’s Committee on a Sustainable Yale. Derek’s previous experience includes business strategy development for hydrogen technology at Proton Energy Systems in Connecticut, and six years as an environmental consultant and business manager for Stone Environmental in Vermont. At Stone, Derek served as a geoscientist, project manager, and group manager for the Agricultural Fate and Exposure Group; he continues to serve as a member of its board of directors. Derek holds a Master of Environmental Management from the Yale School of Forestry and Environmental Studies and a BA in geology from Carleton College. (dmurrow@env-ne.org)

 

Peter Shattuck, Research Analyst

 

Peter’s work at ENE focuses on greenhouse gas cap and trade policies, including the Regional Greenhouse Gas Initiative and ENE’s involvement with elements of U.S. cap and trade policy.  Peter also works on ENE’s low carbon fuel standard advocacy and is assisting with our regional work on electric grid system issues.  Peter received his M.S. in Environmental Science from Trinity College (Dublin) in 2007, where he wrote his thesis on the Clean Development Mechanism and its impact on development in Mexico.   He graduated from Yale in 2003 with a degree in history, and then traveled, working as a chef in New Zealand and an English teacher in Chile.

 

Daniel L. Sosland, Executive Director


Dan is executive director of Environment Northeast (ENE), a regional non-profit research and advocacy organization he co-founded in 1999.  Under his direction, ENE has grown to a staff of 15 professional advocates, one of the largest teams of climate and energy policy specialists in the Northeast, working from offices in Portland and Rockport, Maine, Boston, Providence, Hartford and Charlottetown, PE, Canada.  ENE has successfully advanced the adoption of comprehensive energy, climate and clean air policies through legislation, regulatory proceedings, regional initiatives and publications that identify priority policy solutions for adoption, including the Climate Change Roadmap for New England and Eastern Canada and Climate Change Roadmap for Connecticut.  Prior to establishing ENE, Dan was senior attorney with the Conservation Law Foundation in Boston and Rockland, Maine and began his career as an attorney at major law firms in New York City.  He resides in Rockport, Maine and holds a JD with honors from Cornell Law School and an AB from Brown University. He serves on the boards of directors of the Northeast Energy Efficiency Partnerships and the U.S. Climate Action Network. (dsosland@env-ne.org)

 

Michael D. Stoddard, Deputy Director and Attorney


Michael’s work focuses on climate change, energy and transportation issues. Based in ENE’s Portland office, he is ENE’s lead advocate in Maine and coordinates ENE’s transportation and Canada initiatives. He was principal co-author and editor of the Climate Change Roadmap for New England and Eastern Canada. On behalf of ENE, Michael serves on the Maine Energy Conservation Board and the Maine Governor’s Energy Task Force, and previously served as co-chair of the Connecticut State Implementation Plan Revision Advisory Committee (SIPRAC). Michael does a bi-weekly environmental segment on the syndicated talk radio show Money Matters.  Before joining ENE, Michael consulted to the Conservation Law Foundation, the Clean Energy Group, the Clean Air Task Force, the Renewable Energy Alliance, and Green Mountain Energy. He also worked with the National Association of State Attorneys General and the Federal Trade Commission to develop guidelines for the marketing of environmentally preferable (“green”) energy. Earlier, Michael worked as an election law specialist at the Federal Election Commission (FEC), and at the National Democratic Institute for International Affairs (NDI) on projects in Africa and Latin America. He serves on the boards of Cultivating Community and the Psalmodi Foundation for Archeological Research. Jessie Stratton, Deputy Director


Jessie’s work at ENE focuses on policy development and government liaison efforts in ENE’s diesel, energy, and climate projects. She joined ENE as Director of Government Relations in 2005 and was named Deputy Director in 2008. Jessie has an illustrious career as an elected official.  She was elected to the Connecticut General Assembly in 1988 and served for seven terms, representing the towns of Avon and Canton. She was House chair of the Environment Committee from 1993-2003. She received numerous awards for her work on redeveloping brownfields, preserving open space, promoting energy conservation and the development of clean renewable energy, and protecting Long Island Sound. In addition, she chaired the Council of State Governments Eastern Region Energy and Environment Committee for four years and chaired the Council of State Governments National Environment Task Force for two years. In 2003 she established Stratton Resources, LLC and has consulted with a variety of environment and energy clients, including the National Commission on Energy Policy and the Connecticut Fund for the Environment. She serves on the boards of the Connecticut League of Conservation Voters, the Connecticut Humanities Council, and Riverfront Recapture. She received a BA in political science from Earlham College.
