Environment Northeast (ENE) is a non-profit environmental advocacy and research organization working to implement innovative solutions to the region’s environmental and energy challenges while promoting sustainable economies.  In particular, ENE is at the forefront of state and regional efforts to combat global warming with solutions that promote clean energy, clean air and healthy forests.  ENE has played a leadership role in the passage of precedent-setting energy and climate legislation in Connecticut, Maine, Massachusetts, and Rhode Island; the pledges of Northeastern states to spend millions of dollars to clean up their diesel bus fleets; implementation of the RGGI cap and trade program; and development of forest carbon policy. 

ENE is currently seeking to fill the following position:
 

Staff Attorney -Energy
 

ENE is seeking an energy attorney to assist in our work related to electric and natural gas utility regulation and rate cases, energy efficiency program oversight, implementation of recent comprehensive energy and climate legislation, and outreach to diverse stakeholders including government, business, consumers, and the low-income community.

Candidates should have relevant work experience and a strong interest in environmental and energy policy and law. They should be extremely self-motivated, able to work independently on research and outreach and be comfortable representing ENE as an organization. Strong writing and verbal communication skills are essential. ENE is a collaborative team-based organization with an experienced and supportive staff working across the Northeast region.  This position will work with ENE’s Energy Policy team and will focus on energy policy implementation in Massachusetts.

Some near-term projects and tasks oriented to maximizing the potential of Massachusetts’ sweeping new energy policy legislation include:

  • Intervening in public utility proceedings, developing comments and testimony, cross-examining witnesses, and writing briefs and other legal filings.
  • Working with other stakeholders to develop joint positions and filings in utility proceedings or negotiating settlements.
  • Developing comments and appearing before other state energy and environmental regulators in proceedings related to the implementation of recent energy and climate bills.
  • Providing support for ENE’s work on the newly created Massachusetts Energy Efficiency Advisory Council.
  • Developing or participating in collaborative dialogues with other stakeholders related to the implementation of the new energy and climate bills, including low- and fixed-income, business, labor, consumer, residential, environmental, and others.
  • Interacting with legislators and other policy makers on new policy or legislation.
  • Conducting energy and climate policy research to inform ENE decision making.


Some travel is expected within New England, but this position will be based in Boston and emphasize Massachusetts energy policy.
