Board of Directors
ENE’s Board meets 4 times per year, with additional meetings as necessary. ENE has 6 Board members and has set a goal of expanding to up to 9 members. Board members have expertise in energy, land conservation and climate, finance and accounting, brownfield redevelopment and community education and outreach. Board terms are 3 years with up to 2 additional term renewals.
Elizabeth Bennett Carroll, Chair (Boston, Massachusetts)
Current Term: January 2010-Dec. 2012*
Elizabeth Carroll has worked for more than 15 years with businesses, real estate developers and government agencies on the design, implementation and evaluation of environmental initiatives. Much of her work has focused on land use policies, particularly the redevelopment of brownfields sites and green building design. In 2002, Elizabeth co-founded BlueWave Strategies LLC, a Boston-based environmental advisory firm, where she was a Partner until the practice was sold to TRC Companies Inc. in 2010. Prior to BlueWave, Elizabeth worked as the Director of Business Development for Brownfields Recovery Corporation, a real estate development firm, and as a consultant at Eastern Research Group and Booz•Allen & Hamilton. Early in her career, she held research positions at the President’s Council for Environmental Quality and Harvard’s Kennedy School of Government. Elizabeth has an MEM from the Yale School of Forestry and Environmental Studies and BA from the University of Virginia. She lives in Wellesley, Massachusetts with her husband and three sons. In addition to ENE, she serves on the Alumnae Board and Corporation of the Winsor School.
Howard Gray, Treasurer (Portland, Maine)
Current Term: January 2011-Dec. 2013*
Howard Gray has worked for more than 30 years on the research, development, marketing and delivery of a wide array of consumer financial products and services in both the United States and international markets. As Director of International Consumer Market Development at Chase Manhattan Bank, he managed a group of professionals who: assessed and recommended consumer banking acquisition opportunities in Europe, Asia and Latin America; developed and implemented worldwide marketing strategies for existing and de novo consumer banking businesses; and developed and introduced a broad array of consumer products and services into the international marketplace. As Superintendent for Financial Institutions for the State of Maine, he supervised a group of professionals and support staff who--for state-chartered banks, savings & loan associations, special purpose institutions and credit unions--conducted on-site financial and legal examinations in the areas of safety and soundness, state and federal compliance law, trust services, information technology and holding company activities. Howard has a BA from Harvard University and an MBA from Harvard Business School. He has served as the Commissioner of the Maine Municipal Bond Bank, Commissioner of the Maine Health and Higher Education Facility, and as a Trustee of the Lands Reserve Trust, the Baxter State Park Trust and other Maine land trusts. He resides in Portland, Maine.
David Sutherland, Secretary (Glastonbury, Connecticut)
Current Term: January 2011-Dec. 2013*
David Sutherland has been the Director of Government Relations for The Nature Conservancy's Connecticut Chapter for the past 19 years. He has worked with colleagues in the Connecticut Land Conservation Council to lobby for over $350 million in state funds to preserve natural lands across the state. He has helped lead efforts for the conservation community to work with advocates for farmland preservation, affordable housing, and historic preservation to support the Community Investment Act. David has also worked with ENE and other groups to lobby for legislation implementing the Regional Greenhouse Gas Initiative in Connecticut and establishing a state task force on the impacts of climate change. He has advocated for policies and funding to improve the water quality and health of our rivers. David has an MA in Environmental Studies from Antioch University and lives in Glastonbury, Connecticut. He is a singer-songwriter and guitarist and an avid hiker and kayaker
Doug Baston (Alna, Maine)
Current Term: January 2009-December 2011*
Doug Baston is the President of North Atlantic Energy Advisors (NAEA), a consulting firm that provides public policy analysis and support around issues of energy efficiency and renewable energy, and advises utilities, states, and public energy efficiency programs on energy efficiency and renewable energy program design and management. Before founding NAEA, Doug founded and directed a community-based energy efficiency organization on Cape Cod and managed energy efficiency programs for the Bonneville Power Administration in Oregon and Central Maine Power Company. He also led the design of the initial Business Program for Efficiency Maine and has served as a technical consultant to several non-governmental organizations. Doug has a BA and a JD from the University of Maine and has studied utility economics and regulatory policy at Portland (Oregon) State University and Lewis and Clark College. He is licensed before the Maine and Federal bars. In addition to ENE, he serves on the Board of Directors of the New Buildings Institute, the Wiscasset and Quebec Railway, the Wiscasset Area Development Corporation, the Maine School of Science and Mathematics Foundation, and the Maine Association of Building Energy Professionals. Doug is also the Vice President of the Small Woodland Owners of Maine, has been the Chairman of the Alna Planning Board for 20 years, and serves as the Town’s Fence Viewer.
Marion Gold, Ph.D. (South Kingston, Rhode Island)
Current Term: September 2011 to August 2014*
Marion Gold is director of the Outreach Center at URI's College of the Environment and Life Sciences and co-director of the URI Energy Center. In her role with the Energy Center, she coordinates an interdisciplinary team of researchers, students and outreach specialists to work in collaboration with national, state and local governments, energy providers and the business community to develop locally based solutions to energy issues. In her Outreach Center role, she directs Cooperative Extension programs through which individuals and stakeholders can access research-generated knowledge and obtain assistance to address a broad range of socioeconomic and environmental issues. She serves on the URI President's Council for Sustainability and on the RI Energy Efficiency and Resource Management Council and hosts NBC Channel 10’s Plant Pro series. She holds a BS in Natural Resource Science and Policy from the University of Michigan, a MS in Environmental Economics from Michigan State University and a Ph.D. in Environmental Sciences from the University of Rhode Island.
Daniel L. Sosland, Executive Director (Rockport, Maine)
Current Term: Co-terminus with staff position
Dan is Executive Director of ENE. He co-founded ENE in 1999, and under his direction, ENE has grown to a staff of 15 professional advocates, one of the largest teams of climate and energy policy specialists in the Northeast, working from offices in Portland and Rockport, Maine, Boston, Providence, Hartford and Charlottetown, PE, Canada. ENE has successfully advanced the adoption of comprehensive energy, climate and clean air policies through legislation, regulatory proceedings, regional initiatives and publications that identify priority policy solutions for adoption, including the Climate Change Roadmap for New England and Eastern Canada and Climate Change Roadmap for Connecticut. Prior to establishing ENE, Dan was senior attorney with the Conservation Law Foundation in Boston and Rockland, Maine and began his career as an attorney at major law firms in New York City. He resides in Rockport, Maine and holds a JD with honors from Cornell Law School and an AB from Brown University. He serves on the boards of directors of the Northeast Energy Efficiency Partnerships and the U.S. Climate Action Network.
